WORKS DEPARTMENT SERVICES

  • General Functions of DWD
    • Assist the District Assembly in executing its functions in relation to provision of civil engineering works, i.e., feeder roads, public buildings, rural housing, water and sanitation;
    • Utility service delivery (water and sewerage, etc);
    • Regulate commuter transport, control the use of Lorry Parks, provide facilities like bus stops, build markets and workshop for repairs of DA plant and equipment;
    • Monitoring, Supervision and evaluation of Works;
    • Inventory of public buildings and facilitate their maintenance, and registration of data as well as conduct inspection of DA projects;
    • Provision of design & supervision, construction, rehabilitation and encourage maintenance works related to public buildings made up of offices, existing residential accommodation, administrative, health and educational buildings and other Government properties;
    • Facilitate access to decent shelter and promote improved skills in construction, development of local building materials, and maintenance of rural housing;
    • Advocacy and Technology Transfer.
  • Specific responsibilities related to the buildings Unit
    • Assist with the preparation of schedule of accommodation for capital projects initiated by the Assembly;
    • Invite Public input into the development of designs;
    • Assist with the evaluation of design by consultants;
    • Prepare and maintain inventory of furniture and fittings in all types of Government building properties;
    • Inspect and examine building properties, and prepare recommendations for operations to be carried out; and
    • Assist in carrying out capital and rental valuation as required;
    • Carry out community sensitization and education on shelter issues – housing extension services;
    • Disseminate creative and innovative research findings and technologies in the production and use of improved local building materials;

Specific responsibilities related to the roads Unit

  • Plans, undertakes road condition surveys of roads in the district;
  • Prepares a report on the condition of roads in the district;
  • Plans, and undertake the collection of engineering data on roads selected for maintenance;
  • Co-ordinates the preparation of biding and contract documents for roads selected for maintenance;
  • Takes part in the evaluation of tenders for road maintenance works in the district;
  •  Prepares draft road maintenance budget for the district;
  • Carries out regular inspection to ensure that road maintenance programme and works in the district proceed according to schedule and specification;
  • Makes recommendations to Regional Manager on contractual issues that arise during execution of road maintenance works;
  • Takes measurement of work done by contractors and fills monitoring forms for the preparation of payment certificate on routine maintenance works executed;
  • Prepares Taking Over and Defects Liability certificates for completed road maintenance contracts;
  • Prepares progress reports on road maintenance works in the district;
  • Plans and supervises the collection of traffic data in the district;

Specific responsibilities related to the water Unit

   The District Works Department (DWD), through the water section, is responsible for WASH services delivery activities in its district, in collaboration with other key departments, and under the supervision of the Head of the DWD. Staff of DWD (water section) undertakes the following responsibilities:

  • Prepares and ensures the timely and regular update of District Water and Sanitation Plans.
  • Prepares annual and quarterly work plans and budgets for WASH services delivery using the Life Cycle Cost Approach
  • Prepares tender documents for procurement of services, works and goods for WASH services Delivery.
  • Supervision of works & Contract Management
  • Builds the capacity of community-level actors to ensure the sustainable delivery of WASH services
  • Supports Water and Sanitation Management Teams (WSMTs) in fulfilling their operations and maintenance (O&M) roles.
  • Plans and executes functionality and service level monitoring, and takes corrective actions.
  •  Manages the District Monitoring and Evaluation System (DiMES) – DATA MANAGEMENT
